Introducing, maintaining and/or reforming the institution of an ombudsman often provokes universal questions of added value: (Why) should we have such an office in the first place? (How) does it meet the requirements for which it was initially established? Can we identify an apparent surplus from its insertion in a given polity? In order to answer these questions, it is crucial to try to grasp the effects and the impact of the institution in the context it is operating in.
